Maybe the owner changed his location and changed the code or he simply put a sticker for one of these code

Maybe, maybe not. I've seen 3 examples such as this one I spotted only one from the front and the rear.

Illegal to have out of the official list numbers (989...) or stickers (BMW logo or whatever), illegal to have wrong logo for the department you have (Nouvelle-aquitaine logo on 59 plate), illegal to have two different numbers (front and back)
Remember that it's illegal but just not enforced, like black eurobands and non-standard plates !;)

Oh, ok. I've spot a M550d with a Bretagne logo on the Loire-Atlantique department. And i've also spot a CL500 with 22 to the front and 59 to the rear. So both are illegal
