Custom sticker, not official, not necessarily legal either but none really care. I myself have custom stickers on my cars's plates.

Ah, cool, I figured as such after looking at them a bit closer, doesn't quite match the plate.
I myself have "non-custom" stickers to cover up the euroband on my plates. The funny thing is, the official government-issued stickers you get to do this here don't even fit properly!
