    No, this is a plate from free zone, located either in Ain (01) or in Haute Savoie (74), without blue strip in the right. So, this car is either from the community of Gex (Ain) or from Haute Savoie.

    I think it is from free zones because provisional plates which are issued now begin with CM or CP, CK or CL if they are issued longer, but BF came out 2 year ago, and it is a little too long for a provisional plate  :)
