E-Max, if the picture was taken in different department (in this case outside of Indre) you need to put in the "escription" the place or department where it was photographed.
It is now with the SIV sistem. But anyway if I spot the same car and I want to upload it, I may not because it's already have been spotted in this department. But if you put the place where you spotted it, you or some another user could upload it from a different department ;)
A small remark for upload rule. A place of spot for any French plates should be specified, if plate was spotted outside of registration region (for FNI plates) or outside of region, marked by logo on SIV plate. On this photo we can see a plate with logo of the Region Centre, linked to département code 36. So, if this plate was spotted outside of the Region Centre, we should specify a place of spot. In the other way, if this plate was spotted in other département of the Region Centre (for example, in Cher (18) or in Loiret (45)), a place of spot may be omitted.<br> Other example: if vehicle from Haute-de-Seine (92) spotted in neighbour Paris (75), a place of spot may be omitted too, because it's a spot inside of the same region (Île de France). #3: double spots are allowed between of regions, but not between of départements (except of oversea départements and communities, where double spots are allowed in every oversea département or community).
