It seems to be another SIV with first wrong letter (it could be "CM-978-VR" ) You can see more examples here. It's also could be an Italian non standart plate, but the insurance sticker was typical french.

    Yes, the sticker was on the left side of the windscreen with the number plate and the date of expiration of the insurance.
