The rarest LP from continental France for FNI I think because for SIV series I've spotted them a lot of times (13 times) ! I think that the rarest SIV is Haute-Loire (43).It is the only department I've not yet spotted.

It's wrong. SIV plates are distributed by départements almost in the same proportions, as FNI plates were distributed.
Lozère issued less FNI plates, than Haute-Loire:
1 A 43 - 999 GZ 43 (before 1975), 1 HA 43 - 2171 LB 43 (1975 - October 2009)
1 A 48 - 999 FZ 48 (before June 1989), 11 GA 48 - 2718 GT 48 (June 1989 - October 2009)
