Very nice find. Overseas Territories are incredibly rare in the UK!
I think it's not from Overseas. Owner just selected logo and code for his choice.

But I think I have to agree with Juterman. With SIV plates looking at the garage on the plate frame tells you a lot. With my picture it has a car dealer located near Brest, Brittany (department number 29)
