This is not a custom plate as you cannot get custom plates in Greece. Instead, this is a plate from the current series of Paros (EMT-9901 to EMT-9999) and is the latest one on the site! Probably issued in the past few weeks as the latest one today is EMT-9944

The current serie is the same for the whole region of Cyclades in fact, and it's definitely the highest such plate on the site! I am not sure for the different islands it encompasses, if they are allocated different plate diapasones of the same serie, but what I wanted to mean is that regular plates and custom plates aren't the same, i.e 8742 and 8774, and that they aren't usually issued in the same time. The highest such I have seen as a regular plate was on around 902* for the serie.

Interestingly that's not the case for the Cyclades region, as there are different number ranges for different islands within that region, which is why as you said something like EMT-8742 and EMT-8774 might not be issued at the same time because they could be for different islands (they're not, but as an example). The most customisation you can get in Greece is you or your car dealer reserving a nice number combination in advance (which is why you may notice a lot of the bingo numbers in Greece or easy number combination on more expensive cars), but generally there's little else one can do to customise their plate, even the numbers.

To give you an idea however of how the Cyclades plates are currently divided, this is the current assigned range for each island:
