You can normaly upload your spot, because is in different region (Kassandra = Halkidiki, while Mich's spot is in Thessaloniki). I know that they're at the same district of Central Macedonia, but I think that a region counts more than a district

That's incorrect, double spots in Greece are only allowed in different administrative regions, not different prefectures.

That's correct. It also means that if someone happens to spot a vehicle in Kithira, no one could upload the same vehicle if it were to be spotted in Athens for example (despite the distance). However, if someone spots a vehicle in Agios Oros, and that same vehicle is found in Halkidiki then they both can be uploaded (even if both spots were near the regional border) since according to the rules there is no exception listed for double spot regions in Greece that would cover either of the examples above.
