Why Chinese microcars like this take motorcycle/moped plates, while Smart Fortwo which has almost the same size with them takes private car plates?

it has to do with EU classification of vehicles, based on power and weight among others. Normal cars are category M, trucks are N, trailers are O (see greek T*-##### private trailer plates) etc.
