It's very interesting to see a quite old license plate on a brand new car but it also feels kinda weird

Then why would it be US-Spec? Unless it's from the US Consulate and the owner is Ukrainian

That's a good fact, but note that in Ukraine a lot of cars are imported from USA or Canada
