most likely. I think it was privately imported by someone (or a company) to promote it for use as an electric taxi, I think even before the Κινούμαι Ηλεκτρικά or Πρασινά Ταξί initiatives. But taxi owners I'd say are hard to tempt to change their minds and ways, so it failed and remained private use
