According to data from Blogpost I processed, all TO plates were intended for Karditsa (35). However, this one was manufactured with code 53 (Serres).

This is not a license plate from Serres. TO were given to Karditsa, and the owner probably mixed up 53 with 35 when repainting the regional code number.
