At a closer look, I also think it's a Hong Kong plate
Being part of the Mille Miglia convoy, it's a bit more usual for "exotic" plates, and also the traits of the occupant were asian (seen on the not bluured photo)

Not 100% certain this is a UK plate. According to UK databases, this plate is registered to a 1994 Jaguar XJS. Looking at the font, perhaps it might be from Hong Kong?
