In Bulgaria, such plates are without charge, because of the low volume of registration of mopeds and motorcycles. So you can get one by luck.

I think in Croatia you can also get them by luck, but this format wasn't issued yet in Split.

I was researching a bit and found out that these custom plates cost only additional 22€ on the normal registration price for motorcycles and 37€ for cars/buses/trucks etc. Full vanity plates are also cheap, 270€ (2 years ago those costed around 900€).

Cool, this might be the reason for the number of custom motorcycle plates I've seen, as well as the recent increase in vanity plates
