While this may look like the numerically lowest registration of Zagreb, it is actually a vanity plate, with the zeros being Os.
I spotted the actual lowest Zagreb Plate three days prior on a different BMW!
Since I spotted them at almost the exact same location, I believe they belong together somehow. I actually believed for a long time that these are the exact same plates, since they look identical, but luckily somebody else figured it out.
