Might assume that there are numbering blocks reserved for each embassy. It's likely that this is the US embassy judging from the fact that a DTS is used as the car of the US ambassador to Serbia as well.
I can't wait the Serbian diplomatic plates, but it's too bad I caught a bad photo of 37-A-001!

Interesting. Well yeah, I only ever saw one HU Diplomatic plate, in Bosnia, but without a photo. They don't seem to come to Germany often
