Is that license plate supposedly assigned for Governor of North Sumatra province? Because AFAIK, low number and without letters (R * format) series of license plate where provincial capital is located from are assigned for higher provincial government officials and use red plates for government vehicles

it's different for every province, you can check the local rules in online repository like this.
as far as im concern, North Sumatra is weird, like BK 66 is a black plate while BK 83 is a red plate.
