Literal index ZV does not belong to any county; it's a nationwide index for oldtimer plates. It was borrowed from the previous, pre-1987 system, which was de-facto British one.
Initially
it was reserved for Dublin City and County. Plates in 1932 format with index ZV (from AZV 1 to YZV 999) were issued only once, from March 1985 to January 1986.
In 1986, Dublin City and County issued plates in 1903 format (AB 1234):
SI 1 to SI 9999 (Jan – Apr 1986);
ZG 1 to ZG 9999 (Apr – Jul 1986);
ZS 1 to ZS 8709 (Jul – Dec 1986);
ZS plates were discontinued, because new plates were introduced from the 1st of January, 1987.
Later, Irish authorities remembered of non-issued plates ZV 1 - ZV 1999 and started their issue nationwidely, for oldtimers. Moreover, they added an extra 5th digit, not considered by the previous British numeration system.
Consequently, we can't consider ZV as a proper geographic index for current system to be included into geographic statistics for counties. Moreover, ZV oldtimer plates have a format different from regular one (without leading age identifier).
