First, I don't think that indicating a region will somehow reveal personal data. In any country. It would matter if the photo showed the address, i.e. the exact location. Secondly, just open the gallery of Turkish plates and take a look - all users, including Turkish ones, indicate the region if the plate is issued in a different region. Third, there is the rules of this site - to specify the region if the photo was taken in another region other than the place where the plate was issued, as well as the country for the foreign plates.
