No, it's a Citroen Jumper with custom panels
It is based on a Citroën Jumper, but it's actually a tribute to the Citroën HY, made by the Italian manufacturer Caselani Automobili. They also have the Type HG, based on both the Citroën Jumpy (panel van) and the Citroën SpaceTourer (passenger van).
