I think I understand the reason for your doubt: the plate should have been issued in the first half of the 2000s. it is one of the famous "ritardatarie" plates, which for some reason remained in the warehouses (perhaps due to forgetfulness) and were then used years later.

The same phenomenon also happened in my region. Some plates, manufactured in 2011 as well, were issued in 2017.
