I believe it's a matter of respecting people and their time. This site is made of hundred of people using (wasting?) their time uploading photos. If users are treated by arrogance by some other super-power user, "normal" users will simply leave the site.
This then might become a club where "sheriffs" can enjoy competing for the "fastest clicker of trash button" (or maybe this challenge is already in place?).
If only perfect photos are accepted probably someone should get the money out for some professional photographers to go around any city in the world and stop relying on "amateurs".

No offense, but if you insist on uploading such bad quality photos as the one which got deleted, it is really a waste of time...
Quality doesn't have to be perfect, just "average", and most users learn to comply with this.However, I believe it's more polite to ask the original uploader if he agrees to change his photo, instead of changing it without asking (even if the quality is significantly better)

Cosa vuoi che ti dica? Non sono stato io a togliere la tua foto e anche a me in passato ne sono state tolte diverse senza chiedermelo
