Something wrong is here, this license plate can't be so old. A letter must go before the numbers and also a big white point between numbers and TO was missed. ¿¿???

Good spot, if I'm not wrong, this license plate should date from 1966, a decade before production started on this car.
The letters look flat too, and not embossed.

Format TO 12345 was exhausted in 1966/1967. Afterwards, used TO A12345 (Front plates: A12345 TO, so a letter before the numbers)
