I think the problem is that you don't write the location's name. but rather just the event or parking lot, so moderators assume you've photographed it in the plate's home region.
For example 大宮 302 む 778 and 湘南 301 め 6952 you've spotted at UDX parking which from what I found was in Akihabara, and also at ExpoItashaTengoku which from that I found was held in Osaka, which would definitely be an allowed double spot.
We don't know where these events are held or the names of specific parking lots, so it's useful to also write the region where they are located.
I will return the photos for you, but please write the location names as I suggest.
