Seems to be a real but deregistered plate given the hole punched through where the seal should be

Adding to my previous comment... Perhaps a GI brought his 33 when PCS-ing from a base in the Yokohama area to Spain, with his old plate "attached"?

Yes, most likely! There's a huge Spanish-American naval base in that area.
