Absolutely, I was shocked to spot such a plate, even in a place full of foreign plates from the US and Germany! There's something about seeing a Japanese plate abroad that will never get old :D

That was my thoughts too, although there are US Navy fuel depots in Hachinohe itself, the Misawa AFB connection is more logical :D
