It's the edge of the plate. Kei car plates are yellow by default, but there are plates with colorful backgrounds that are issued to any vehicle at the owner's request (ie. Olympic Plates, Expo Plates, etc). Kei cars and commercial vehicles can wear them too, but they keep the color of the original category to distinguish them from regular cars.
