There are just a lot of vehicles with Laos license plates in the roads of Yunnan Province, China. Mostly in Xishuangbanna（西雙版納） neighbouring to Laos.
In Kunming there are still some Laotian plates but a bit fewer. Here is 600 km far away from the border. Just like Laotian plates in Ho Chi Minh City in some ways…

Heihe? You must be joking — traveling from Yunnan Province to Heilongjiang Province means crossing thousands of kilometers. Conversely, I’ve never seen a Russian license plate in Yunnan either. In fact, vehicles with Lao license plates that are permitted to drive outside Yunnan Province are extremely rare.
