its because Skopje (plus some other cities in Yugoslavia) operated former UK buses that had been purchased second hand, well into the mid-1960s. the doors and the wheel being on the opposite side didnt matter so much at the time with there not being a lot of traffic.
in 2011 i think it was, the city of Skopje decided to purchase these Yutongs as a tribute to the former AEC buses that ran in the city back in the day, hence the... unusual design. i have no clue whats in the front.
