As far as I know it is impossible to transfer a license plate (except the green ones) to another vehicle. The strange thing is also that the MOT already expired in November 2016 and there hasn't been a new one since.
Is it possible this truck was not actually registered at the time of the rally if it was brand new, maybe they just used the old plates because it was an Iveco also and that most foreign checks wouldn't look at detail on the registration, just so the truck could be used on the rally?
Nope, The pre-rally checks are held in France, then the rally starts in Monaco and they drive to Sète to get the boat to Morocco. They then proceed to drive all the way to Dakar in Senegal, whilst the the Special Stages are held in the desert dunes and not on the public road (but the desert can't really be closed either!) they must use roads to get to each of the stage starts and the Bivouac stops.
But I have taken photos suspicious / fake plates being used on the event in the past... Like this one from the 2015 event which is clearly not a French plate, but no other country seems to match the truck, as I have found photos of this truck with different plates!

Probably yes, the "nose" style trucks are a totally different concept regarding suspension and other bits, and De Rooy started only having one unit I think in Dakar 2016, so probably this unit was just finished as you said, no one could now the difference I asume (if them are not into rallying trucks)
