I did not notice that! It means that this car was imported in 2018. (I don't know why anyone would import this car when you can find much better looking ones both in Norway and in other countries.)

А самый верхний замеченный номер из Есхейма на сегодняшний день - CV 95292.

Видимо это беженцы из Сирии или других стран, где идут военные конфликты. Они въехали в Норвегию транзитом из России, но пересекать границу России и Норвегии можно было только на транспорте - велосипеде или автомобиле. Так же беженцы проникали в ЕС через Финляндию, где даже устраивали аукционы по продаже брошенных беженцами автомобилей.

An auction would explain the owner change in late november 2019.

So it was probably bought by some 18-year old as an extremely cheap first car, only meant to last a few months while he/she saves up for another car.

You'd be surprised by the amount of people that keep on driving their car after it expires! For a while I even saw this one car keep on driving on these red temporary plates.
