It's difficult to say, but as the car is deregistered in the authorities' official register, I think the plates were delivered to a traffic station in Norway before the car was sent out of the country, or they could have been returned by post after import to Ukraine. A pretty new law says that the plates can remain on the car when its deregistered, but in this case the font is totally different from the original plates, so I still believe they are delivered, and then there has been made unoriginal ones.
