ZZ plates has become a phenomena among some car owners. When the car is new and first time registrated you can choose to have whatever combination you want, and some owners then wants to have ZZ. If the car is older you can drive to the destination where the combination you want is issued, "loose" one of your plates, report it to the police who will send you to the registration authorities, where you'll have a new pair of plates with the local combination.
