+Dutch, +Swedish plates. Quite rare trio as all foreign plates are relatively rare in Oslo.
I saw the same car parked on the same street when I was in Oslo 3 years ago. Which means the owner likely lives in Norway. This means that if caught by police the owner may face huge fines. Which makes me pretty surprised that the owner takes the risk of parking it at a such busy street.

And how can they say the owner f.e. is not going back to Poland for a weekend once a month or two?

Even then you're not allowed to. Technically if you live or work in Norway you can't drive on foreign plates at all.

condition three: persons who are resident in Norway permanently. They can be, for example, compatriots who are employed here under an indefinite contract. Theoretically, in this case we should register our car in Norway. There is an exception, however: belonging to the so-called "Pendlers", i.e. people traveling between Norway and Poland for profit.

"Pendlers" are people working in Norway and running a household together with a spouse or children under 18 years of age (none of them can be registered in the Folkeregisteret) or single people who own a house / flat in Poland and regularly travel to it. This status makes it possible to write off the costs of taxes, e.g. meals, accommodation and travel from Norway to Poland, and does not require registration of the car in Norway.

Having the official status of "pendler", we can live in Norway, but without a spouse and / or children under 18 years of age. If we meet the above criteria, we can travel by car between Poland and Norway without having to worry about re-registering the vehicle. However, also in this case we must ensure that we have the relevant documents in the vehicle.

The same will happen if we study in another country. At the moment when - as Poles - we receive student status in Norway, we can use our car without re-registering it, provided that we regularly travel home or spend more than 185 days a year abroad.

You're actually correct there. I thought they removed or reduced that ''pendler'' rule years ago. But it's still around, which is pretty surprising. But you still have to be able to document that you have been to the country where the car is registered at least once a month, which seems like a big hassle.

I don't see it as a problem as car tickets for the ferry are without registration numbers, You can ask them for other Poles on Facebook groups or other places where Poles working in Norway gather. And additionally there is an option to receive f.e. fiscal receipts from Poland with date between tickets you've get. ( ͡° ͜ʖ ͡°)

That's typical, lot of people in Poland contrive how to not pay extra fees... Nothing that we can be proud of.  ?()
