Probably belongs to FCA Poland (the plant in Tychy) and is used by one of the employee.
Prawdopodobnie należy do FCA Polska (fabryki w Tychach) i używa go któryś z pracowników.

Just vehicles manufactures and rework stations, these plate can be reused on many non registered and are permanently issued to one owner. Owner can choose a car that will be carying those plates by himself, he doesn't have to go to the office to issue plates (like it was with the red, temporary plates ending with letter "B").
