Russia and Ukraine is the Eastern Europe region, Poland is the Middle Europe region...
Is this a problem in importing US cars?

Many cars imported from the USA have the 'salvage' label, because customs duties are high for roadworthy vehicles, which is why private traders look for cars at insurers' auctions - flooded, burned and cars after various collisions. On the other hand, cars imported as 'resettlement property' are accident-free, because the import of own property for US / PL citizens is not charged with such customs duties.
