I have seen this FIAT many times in Krakow, so it is possible that it has second owner, and the plates were preserved by registering the purchase of the car.

Już nie bardzo, wtedy trzeba improwizować lub liczyć na łaskę Wydziału Komunikacji.
Przepisy nie pomagają już zachowywać starych numerów.
