To be fair, it depends where. In my voivodeship - yes. In other, like ex Warsaw or Katowice Voivodeships they are really common.
It's all the matter of so-called "national" vehicles, the size, amount of plates given and possibly some more factors of the old Voivodeships. I do think in Resovian they are quite common in some regions? Not sure tho
