234 is Estonia. If my intuition is right, it's either one of the other Baltic states. Same thing for 160; as 159 is Syria, it's probably some other Arab state from that area.

Update: 160 is Senegal. As for 234, codes after 215 haven't been disclosed yet, though some are already known. The easiest (though most complicated) way is to go to each embassy in Bucharest and see what plates the cars around it have.

I got the answer off some guy on Facebook in a license plate group, so the guys there shouldn't be totally clueless. I also found out 101, the lowest number available, is reserved for the representative of said country. Example: CD 128 101 would be Greece's representative in Romania.
