This is how a typical new temporary plate looks like. Aesthetically...I can't even consider it a license plate at all.

The main reason is that Serbia does not recognize Kosovo as an independent state. (Also that they have their own license plates i think). But that is another, and also a very long story far back in history.

Well it might be just provocation...until recently Serbian plates with non-Kosovo codes used to travel just fine
Update: starting today, white stickers are implemented again but with a few changes: on Serbian plates only the SRB letters from the euroband are covered as well as the coat of arms and the code in Cyrillic; on Kosovo plates the entire euroband is covered together with the coat of arms.
