Isn't this a modified plate instead of a non-standard one?
Also, by the looks of the missing - between the first two Fs I think this car might be registered to NS FFF and the owner just put the - in-between for fun.

It might possibly just be an oversight. The rear plate looks standard with the two hyphens.
