Good spot; the code is almost five years old and its municipality is the smallest in Serbia to have its own license plate =)

Less than 12k residents! Similar to my hometown :D
Why Koceljeva gets own code?

I don't really know. They used to be part of code ŠA that also covers Šabac and neighboring Vladimirci. However, greater "injustice" is "experienced" by the town of Kula in northwest Serbia, which is just large enough to have its own license plate code, but goes by code SO (for Sombor).

Something, however, tells me this was done to synchronize the amount of issued ŠA license plates with several other regions of Serbia where the highest plates are more or less identical, those including areas such as codes SO, SU, ZR, PO, ŠA, VA and KŠ.

In Serbia, there are strict rules how a municipality can get their own license plate code. One of those rules is that the municipality which wants to get their plates must have a minimum of 10.000 registered vehicles. Koceljeva just barely reached that number and, in the end, they were granted to have their plate code.

Wasn't the rule something like at least 20,000 inhabitants in a municipality for its own license plate code?

I remember seeing on Reddit (or somewhere else, I might be wrong) that code SA (for Senta) is apparently supposed to mean Senta-Ada because the two municipalities that comprise it barely have the originally (2010) minimally allowed amount of inhabitants (30,000) to get their own license plate code.
