Yeah this is a common thing with Swedish plates. Older cars that get scrapped get their licence plates re-used after a few years. Many of these cars also get removed from online databases.
There seems to be some letter combinations that were not originally issued but was later on. In general though, a lot of the letter combinations between A and S are re-used. X, Y, and Z rarely get re-used since they are so new.

X was originally issued in 2006, so they're more likely to be re-issued than Y and Z, which started only after 2015.

T was issued first around 2002. Both T and X are being re-issued, however I feel like they are not being re-used as frequently as the other letters. Y and Z I do not think I have seen a single re-issue! So you are very much correct there. Another factor to consider is that with the new format ABC 12A, there is a chance that they use letter combinations from the ABC 123 format. So knowing truly how many combinations are re-used is basically only a guessing game.
