It used to be given to vehicles that were owned by companies and not private individuals, but since 1998 that doesn't happen anymore, so these plates are very rare! Nowadays only QX and QY plates are given to emergency government vehicles and government agencies respectively.

Aside from the Wx series, this Qx series can really be confused with Sarawak's Kuching division

Aside from the Wx series, this Qx series can really be confused with Sarawak's Kuching division
I guess that's probably why they've stopped it at the time (amongst other financial reasons
). I'd be surprised if any of the QY or QX series go outside of Singapore, so I guess the Q series is overall less confusing than the S series.

Interesting, at first I thought this was a Sarawak plate
