What's the reason of these many non-standard Slovenian plates spotted in Ukraine!?

Maybe, because original plates were stolen

The same reason there is a lot from Estonia, easy place to find plates and get clones of and not seen often enough by police to identify a fake one. Of 100 or so cars I see on here from Ukraine with EST plates, 96% are non-standard and have debt collectors and insurance fraud linked with them. Just a sign of the east I suppose.

Not, stolen, but mainly protecting from to be stolen. These cars have the original, just don't use them to avoid stealing them. In Russia, Ukraine it is a popular crime to steal foreign plates and demand money.
