No, not this website (though I know about this site with technical inspection data since ~2016). The data on it was not updated for more than a year at one time!!! After that this site was updated, but from this time there were no any information about the previous numberplate - the system made search only by one numbeplate which you entered in form - and somewhere around the last few months access to the site is not available from Russia!!!
Even with the VPN (connecting to the US-server) I still have the 403 Forbidden error... I guess nowadays only Slovak people have the opportunity to visit this site

For information which I wrote in the first comment I used two websites:
1) for previous plate - [/url]
This website (in the "Overenie vozidla" tab) have information about some cars - mainly about the cars, which were imported from abroad but besides there is an information about cars, which passed the technical inspection before the sale or due to technical conversion). I thought that this car may be imported from Russia earlier - it wasn't, but there were some information about the car by numberplate, including the previous numberplate

There is an information about current issue in every kraj of Slovakia, and also about some extraordinary series in some of them. After clicking on the História label you can see a history of records - dates of issue of various series by kraj
