Imo the format does not suit the country because it's very small for it. It might last hundreds of years on one hand, but it's the matter of time before the first letter of the plates changes.

Well but Bratislava is already at it's third code BA-BL-BT. I would keep regions but add one more number.

If I were you I might involve some hybrid letter-plus-number codes and reserve codes B1 to B9 for Bratislava to be used after e.g. BT is completed (BT-999ZZ to be followed by B1-001AA).
