According to the skp.sk site the plate belongs to a motorcycle (Motocykel), so I guess this plate is really issued for this go-kart. That's why it has those ugly mirrors and blinkers.
Although skp.sk says it is a motorcycle, it's registered as a car, so even the plates have a bigger format and there is another one on the back. Of course you can only drive it when having a driving license for cars.
