A lot of Slovakian cars have been driving in Hungary for many years. The likely reason in this case was that the owner has permanent residence in Slovakia (usually as an ethnic Hungarian born in SK, sometimes the other way around) and probably commuted between SK and HU.
Other times, mostly seen on premium cars, the owner registered it on a company in Slovakia for tax reasons. This is more like a grey area, it could be legal, but the authorities are trying to cut back on it (such plates are much less common now than 10 years ago)
